If your windshield gets hit by a rock that is big enough, or fast enough, it will damage both the outer layer and the inner layer.  This is where you will be glad that there is a layer of laminate sandwiched in between.  Windshield glass has three layers.  It is basically glass-laminate-glass.  The laminate (or plastic) layer will hold the glass and prevent the entire windshield from shattering and causing injury to the passengers.  If you have glass on the dash then, your windshield needs to be replaced asap.
